why is your dog not trained? of coarse it grew back the nails are like your finger nails. dog does not need surgery. the vet can give the dog a mild sedative and trim them that way but this will need to be done every 2 weeks or so for the rest of the dog's life.
find a vet that will put a muzzle on your dog and cut his nails, its not a big deal.. don;t worry abut hurting him .. he will be fine,
Go to a dog groomer but tell them your dogs has a biting also that your dad used scissors on the dog which could be the reason it bite him.
I also sugguest you take the dog to obedience school if you can't get a training book an work with your dog. It won't take long.

How about leaving the poor dog's nails long? It's not going to harm anyone that is not bothering him/her. It's only a toe nail LOL. My cat's nails are sharp as razors and I'm not getting them cut even when she has scratched me and sharpens her nails on my sheets every morning, still I let her be b/c I find that their nails give them confidence, they feel as if they can defend themselves b/c their nails are their defense mechanism. Also, the cutting may give him/her an infection. Therefore, let it grow! No big deal unless the dog was harming itself with it :P
You need to take your dog to a professional dog groomer. The reason why your dog bit your dad may be because he cut too much off the nail and caused it to hurt the dog.

I use a cordless dremel tool on my dog once a week (only taking off a little bit at a time to keep it the same length always). If you try this I suggest you be VERY careful. This can be very scary for a dog that is not used to it.
The vet is stupid that you went to. All you have to do is get a muzzle, dog clippers (specifically for dogs), and another person to hold the dog down. Make sure you put the muzzle on the dog before attemping to cut the dogs nails. Also, be sure not to cut too far or the dog could bleed. If you do cut to far there is a powder available to stop the bleeding. So Be careful. The Vet should have been able to do that. Wrap your dog in a towel. Someone hold it and the other should cut the nails with DOG TOE NAIL CLIPPERS!
That is all. Just cut after or before a bath for the dog.
Buy a muzzle and or get a NEW Vet..
I would take your dog to another vet. I am a vet tech and we could give the dog a small sedative to make him a little drowsey and muzzle him to get his nails trimmed. DON'T use scissors u will only hurt him that is y he bit your dad. Next time take the dog to the vet and ask for a small sedative because your dog is difficult to cut his nails. They will help you-That is y medicine is sooo wonderful.
Your dog needs a muzzle on he/she before you start to cut the toenails. You can get muzzles at walmart or any pet store. After the muzzle is secured properly, then proceed to cut the toenails with a dog grooming kit, that is , if you can find a kit with dog clippers for there feet inside. If you can't find anything like that, take the use the sissors, or take the dog to another vet. But-
Be VERY carful. In clipping, a dog can bleed to death.
if the nail is pircing the skin it needs surgury because otherwise you are setting other people up to get bite. Also it will create aggression any time anyone goes near its feet. Its in pain
