He is probably smelling the male dogs not the females and trying to reestablish his rank as the dominant male dog in the house

I just came back from taking my female miniature pinscher to the vet for her shots and as soon as I got home my male chihuahua tried to mount her several times. I know she's not in heat because she just finished a few days ago. Maybe she smells like another dog that's in heat because when we got to the vet there were about 15 other dogs there in the reception area with us. What do you think?
