There are many things that can give you those symptoms but without knowing the age of the dog it s kind of difficult. You are describing common signs of parvo. Parvo causes all the symptoms that you described. First he does not finish his entire meal and begins to drink allot,then he loses his energy and just lays around. Check your yard for signs of vomiting and for blood in his stool. If those are present the faster you take him to the vet, the better are his chances for survival.
